While we have a smoking ban, I hear it does not apply on Capitol Hill and members of Congress and Staffers can still smoke in their offices, lunch areas and a few bars on the Hill protected by Congress. The current House Sergeant at Arms is Wilson (Bill) Livingood. Mr. Livingood stated that members of Congress are allowed to smoke in their offices at their own discretion. I do not know what bars or restuarnts they were referring to.
